“How useful are Atlantic sea-surface temperature measurements taken during World War II”
Sea surface temperatures (SST) are an interesting but also a difficult source for climate research. SST taken during WWII are for example used to assume a prolonged El Niño from 1939-1942 (see: Pacific SST, 1997), which should be treated with considerable constraint as discussed in a paper submitted at the Oceanology International 1998 Conference, “The Global Ocean”, 10-13 March 1998, Brighton/UK; published in Conference Proceedings Vol. 1, p 121-130.

 Black Sea, GKSS; 1997

“Could the Black Sea serve as model case for progress in ocean observing, assessment and legal developments?”

The paper discusses the conditions for improving an ocean observation system. Reliable climate research cannot do without. The Black Sea provides a perfect place to develop the technical and legal means. The paper was given at GKSS-Forschungszentrum and was   published by Verein der Freunde und Foerderer des GKSS-Forschungszentrums Geesthacht e.V.; ISSN 0934-9804, 1997; Pages 58.

“Reliability of sea-surface temperature data taken during war time in the Pacific’,

The paper analyses the reliability of sea surface temperatures data taken in the Pacific during WWII, which are closely related to the question over what duration an El Niňo event took place in the time span from 1939 to 1942, which had been presented at the PACON ‘Symposium on Resource Development’, August 8-9, 1997, Hong Kong; published in: PACON 97, Proceedings, pp. 240-250.

“The Tribunal on the Law of the Sea Established”

A big step toward more consciousness was made when the International Tribunal on the Law of the Sea was established on October 18th, 1996, in the Free and Hanseatic City of Hamburg/Germany to which the paper welcomes, published in ‘Voice of the Pacific’, Newsletter of PACON International, Honolulu, Vol.12 No.4, Winter 1997, p. 2-4.

“Climatic Change 1939-1945, A matter of war at sea?”

The probability of the impact the war at sea had during WWII on the three arctic winters 1939-42 in North Europe is outlined in a brief essay, published by the Russian ‘Peace to the Ocean’ Committee, Moscow, 1996, 2 pages.

“Legal means for understanding the marine and climate change issue”.

The paper was presented at a Law Conference in Honolulu 1994, outlining the legal capability the UN Convention on the Law of the Sea has for the understanding of oceanic-climatic matters for the development and use of marine technology and research. Published in: Thomas A. Mensah (ed), “Ocean Governance: Strategies and Approaches for the 21st Century”, Proceedings The Law of the Sea Institute, 28th Conference, Hawaii, 1994, pp. 156 – 180.

“Solving quandary of climate by law and the sea: viewpoint”.

It is argued that more attention to the oceans on climatic change issues should be paid and that the  1982 UN Convention on the Law of the Sea is the perfect legal mean to organise it among all nations. Published by the Russian ‘Peace to the Ocean’ Committee, Moscow 1994, 2 pages.

“Back to water – Cheers”.

The UN Convention on the Law of the Sea was soon to enter into force and it was hoped that it would increase the understanding of the importance of the oceans, is expressed by the paper, published by L.O.S. Lieder, Professional correspondence from the Law of the Sea Institute, William S. Richardson School of Law, University of Hawaii, LOS Lieder #33 Vol. 6, No. 1, April. 1994. Page 1.

“Warming up – Science or climate”.

The 1992 Earth Summit in Rio de Janeiro brought political leaders together on global environmental issues giving science a boost, while the potential of the UN Convention on the Law of the Sea received too little attention is argued in the brief paper, published by L.O.S. Lieder, Professional correspondence from the Law of the Sea Institute, William S. Richardson School of Law, University of Hawaii, LOS Lieder #28  Vol. 6, No. 5, January 1993. Page 1.

Climate, GKSS, 1992

“Conditions necessary for the protection of world climate”.

The paper, given as lecture at GKSS Forschungszentrum (Germany), covers a wide range on how the author understands that “climate works”, why the UN ‘Climate Change Convention’ should never have been adopted in the first place, and that an appropriate legal instrument to understand and protect the global climate is the 1982 UN Convention on the Law of the Sea.  Published in German by Verein der Freunde und Foerderer des GKSS-Forschungszentrums Geesthacht e.V., 1992, ISSN 0934-9804.
